CIRCUMSTANCES OF DISAPPEARANCE

  • Breasia Terrell’s last known location was the 2700 Block of East 53rd Street in Davenport, Iowa during the early hours of Friday, July 10th, 2020. According to News sources, the location was reported as E 53rd Street near Lorton Avenue.

  • According to sources, Breasia had been reportedly missing since around 3am.

  • Henry Earl Dinkins is the ex relation to Breasia’s mother. The two were said to have dated 8 years ago and share a common child who is Breasia’s younger half brother.

  • According to sources, Breasia and her younger half brother were with their grandmother on Thursday, July 9th, 2020 while their mother, Aisha Lankford was working at Checkers on East Locust street.

  • According to Breasia’s mother, plans were already been for her 8-year-old son to spend the night on July 9th with his father, Henry Dinkins and that Henry had also offered to watch Bree.

  • Breasia’s mother said she checked on her children that night and they told her they were playing video games and having a good time. She also states, “Bree texted me and said, “Good night, Mama, I love you,’” Aishia said. “And that’s the last time I heard from her.”

  • Henry Dinkins picked up both Breasia and his son from their grandmother’s home. Breasia’s grandmother states Breasia “had joined her grandson (Dinkins’ son) at a sleepover at Dinkins’ apartment” before going missing

  • Breasia’s mother stated that the boy wanted to Breasia to come along and although she rarely allows Breasia to spend the night anywhere, Breasia told her mom she was having fun and wanted to stay.

  • When Aishia got to work the next morning, she got a call from Henry Dinkins. She said that Henry told her that when he woke up, Bree was gone.

  • It is stated but not confirmed, that Breasia’s mother took extra clothing to Henry Dinkin’s apartment after getting off work at Checker’s. This information has not been confirmed by Law Enforcement.

  • It has also been rumored (not confirmed by Law Enforcement) that the younger brother stated that Henry Dinkins took he and Breasia to a favorite fishing spot. It is stated (again, not confirmed by Law Enforcement) that the boy fell asleep in the car and Dinkins came out of the woods without Breasia and said she was missing.

JULY 10th, 2020

  • Breasia Terrell was reported missing and entered into Law Enforcement database as a missing child.

  • Approximately 4:30 Pm, According to KWQC TV6, a heavy police presence on Credit Island searching for evidence linked to Breasia Terrell at the request of the family. The family states the area was a frequent fishing spot for Breasia Terrell and her family. Law Enforcement, as well as Davenport Fire Department were on scene using boats, sonar equipment and photographing the area until 9pm.

  • Davenport officers executed a search warrant at an apartment in the 2700 block of East 53rd Street in connection with a missing person investigation. During a search of the apartment, detectives located his identification card, clothing, and other personal property

  • According to news reports, the East 53rd Street apartment belongs to Henry Dinkins girlfriend who stated he had been living there with her for over a month.

  • According to Scott County Sheriff’s Department, on 9:14 p.m Henry Earl Dinkins is booked into the Scott County Jail and charged with:

    • Felony, FECR410702 Sex Offender Provide False Info 2nd or Subsequent offense.

    • Henry Dinkins had failed to register the location of his residence with the Scott County Sheriff’s Office within five days as he is required to do as a sex offender.

  • Henry Dinkins has an additional 2004 conviction for a sex offender registry violation and a host of other charges involving narcotics. Henry Dinkins is also known to have previous connection the Clinton and Camanche area just outside of Davenport.


July 11th

  • Crime Stoppers of the Quad Cities offers up a $3,500 reward for information that assists in finding 10-year-old Breasia Terrell or information that will lead to the arrest of anyone involved in her disappearance.

July 13th, 2020

  • Quad CIties Missing Persons Network assists in locating Breasia Terrell and continues the search around Credit Island.

  • According to Scott County Sheriff’s Department, an additional charge of parole violation is added to Dinkin’s charges

July 14th, 2020

  • Davenport police are searching near S. Concord Street and River Drive in Davenport after receiving a tip about the on-going investigation into the disappearance of Breasia Terrell.

  • Along with police, a crowd of around 40 people was also gathered there when Local 4 News arrived on scene.  the tip turned up with no results.

  • Davenport Police Chief Paul Sikorski announces that Henry E. Dinkins is a person of interest related to missing persons case of Breasia Terrell.

  • Dinkins has not been formally charged in this case, but may have information that could assist the investigation or possess certain characteristics that merit further attention by investigators.

  • Dinkins is currently in custody on other charges related to a sex offender registry violation

  • Law Enforcement asks for the public’s assistance for any information regarding Henry Dinkins whereabouts and any activity associated with the listed vehicles in the timeframe of Thursday, July 9, from 10 p.m. to Friday, July 10 at 12 p.m.

  • Vehicles associated with Henry Dinkins include:

    • 2007 Maroon Chevy Impala

    • 2012 Black Chevy Camaro

    • 1980’s Kings Highway motorhome.

    • All these vehicles are currently are impounded and in the possession of investigators.

July 15th, 2020

  • Based on information obtained overnight, and a person of interest, the Iowa State Patrol issues an AMBER ALERT for 10 year old Breasia Terrell. The AMBER ALERT lists Breasia Terrell as:

    • African-American female about 10 years old.

    • She is 4′ 5″ and weighs 75 pounds.

    • Her hair is black and her eyes are brown.

    • She was last seen wearing an oversized white t-shirt with shorts and white or pink flip flops.

  • The AMBER ALERT states the following regarding Henry Earl Dinkins:

    • She is believed to have been abducted by Henry Earl Dinkins who is now in police custody.

    • The abduction allegedly took place in Davenport on Friday. It is unknown if the abductor took her to a location outside of Davenport before being apprehended.

July 16th- 19th, 2020

  • Law Enforcement coordinate searches of an area in Clinton County. Due to the size of the area, they ask for the public’s help in joining the organized searches.

July 20, 2020

  • Davenport Police Chief Paul Sikorski announced that there is no longer a need for organized searches for Breasia Terrell in the  Clinton County area at this time.

  • Chief Sikorski lists several agencies involved, including; Bettendorf Police, Scott County Sheriff, Clinton County Sheriff, Camanche Police, Clinton Police, Iowa Department of Criminal Investigation, Scott County Emergency Management, Clinton County Emergency Management, Clinton County CERT, Iowa USAR and the FBI for their assistance in the search efforts.

  • The search included aerial support with more than 150 law enforcement personnel involved in the search as well as private citizens. The National Center for Missing and Exploited Children also have provided resources to the department.

  • Investigation’s resources will be focused on pursuing leads that have developed

  • Law Enforcement thanks the public for their help and announces that searches of the area are no longer needed, but the public can continue their own searches independently

July 22nd, 2020

  • FBI Special Agent in Charge, Kristi Johnson, speaks to the public and assures them that though the public may not see them working, there are and have been, several levels of Law Enforcement involved, including agencies that are trained in working cases of missing children.

  • FBI Special Agent in Charge, Kristi Johnson, lists the numerous agencies and resources involved in finding Breasia. In addition to local and regional agents from Omaha, specialized agents from the Cellular Analysis Survey Team (CAST) have assisted in examining phone records, the Evidence Response Team (ERT) has been processing evidence and the Child Abduction Rapid Deployment (CARD) Team has and continues to provide investigative, technical, and resource assistance.

  • FBI adds to the reward money listed for Breasia Terrell, bringing the total reward amount to $10,000

  • Davenport Police Chief Paul Sikorski states no arrest has been made in connection with the disappearance of Breasia Terrell.

July 23, 2020

Bureau County, Illinois places Interstate Detainer on Henry Dinkins for charges of one count of manufacture and delivery of more than 200 grams of amphetamine or an analog of amphetamine, and one count of delivery of more than 900 grams of methamphetamine.


Henry Dinkins is currently held in Scott County Jail on the following charges:

We are saddened to write this recent update.

Davenport Police Chief Paul Sikorski announced in a live presser today that the human remains found near DeWitt last week are indeed those of 10-year-old Breasia Terrell of Davenport, Iowa.

No details regarding the investigation have been released, including suspect, date or cause of death. The investigation is ongoing. Chief Sikorski stated that when their department is ready to release any further information or details of the investigation, the department will notify the media.

Henry Dinkins, the man mentioned at the top of this entry is still being held in jail on charges unrelated to Breasia’s disappearance and homicide. While he was named a person of interest, Law Enforcement has not named him as the perpetrator in this case.

Breasia’s death is still under investigation.

Cases that involve the homicide of children are especially difficult. It’s hard to fathom how anyone can harm a child, let alone be the cause of their death. While we have the utmost faith in Davenport Police that they will bring those responsible to justice, the word justice seems impossible in it’s entirety as there is no justice swift enough to undo what has been done to this innocent child.

Hug your children tight, today. Be their eyes and ears and guardians. This world is a beautiful place, but those who prey upon the most vulnerable, do lurk among us.

Godspeed to the family and friends of Breasia, to those who have worked feverishly to find her and those in positions of authority that must handle situations such as this with professionalism, it cannot be an easy task.

MAY 5 2021 -CHARGES FILED

On May 5th, 2021, Law Enforcement in Davenport, Iowa announced charges in the death of Breasia Terrell. Henry Dinkins, who was already in custody on other charges since Breasia’s disappearance, has been charged in connection to her murder.

Dinkins is being charged with 1st degree murder and 1st degree kidnapping.

Charging documents state, “… Dinkins removed and confined Breasia from her home and “with premeditation, malice and forethought” had the intent to killing Breasia and shot her. Dinkins removed her from her home “without consent or authority or by deception”.

MAY 6th 2021 UPDATE

DAVENPORT, Iowa (KWQC) - A judge on Thursday ruled that a Davenport man will be held without bond in the July shooting death of 10-year-old Breasia Terrell.

Henry Earl Dinkins, who is being held in the Clinton County Jail, made an initial appearance via Zoom on first-degree murder and first-degree kidnapping charges in Scott County District Court.

During the brief hearing, Judge Cheryl Traum appointed the public defender’s office to represent the 48-year-old. His next court appearance is Monday, and a preliminary hearing is scheduled for May 14, the judge said.

Davenport police and Scott County Attorney Mike Walton announced the new charges against Dinkins Wednesday morning. He had previously been named a person of interest in the case.

If convicted, he faces a mandatory sentence of life without parole.

Dinkins has been in custody since July on unrelated sex offender registry violation charges.

According to arrest affidavits released Tuesday, Dinkins on or about July 10 removed and confined Terrell from an apartment in the 2700 block of 53rd Street “with premeditation, malice aforethought, and intent to kill,” and fatally shot her.

TV6 Investigates recently obtained search warrants that revealed new information on the investigation into Dinkins.

According to an affidavit filed by Davenport police in support of the search warrants:

On July 10, Davenport police received a 911 call about a missing child in the 2700 block of East 53rd Street.

Police spoke with Dinkins, who said Terrell, whom he referred to as his stepdaughter, was missing when he woke up.

Dinkins said the girl has never run away and has never been in trouble.

Officers also spoke with Dinkins’ girlfriend, who said she fell asleep between 11 p.m. and midnight on July 10. She said Dinkins was on the couch in the living room, she was in the living room, and the kids were in a bedroom sleeping on the only bed in the home.

She said she woke up around 3 a.m. July 10 and found Breasia and Dinkins both gone from the home. She said she tried to call Dinkins, but he left his phone in the apartment.

Dinkins’ girlfriend said she texted him around 7:17 a.m. asking where he was. She said he was home after that and that he picked up his phone and left again, saying he was going to look for Terrell.

Dinkins’ phone records revealed that his girlfriend tried to call him at 3:11 a.m. and 3:12 a.m. His phone appeared to be off when his girlfriend made the calls.

The records also show Dinkins girlfriend tried to call him again at 5:55 a.m., and the call duration showed it to be 40 seconds.

The records also show an ongoing call to the girlfriend lasting 10 seconds at 6:01 a.m. She tried to call him again at 7:12 a.m. and 7:15 a.m., but it appeared Dinkins’ phone was off during the calls.

On July 14, Dinkins’ girlfriend reached out to detectives and asked to speak with them. She said he had put his phone on a phone charger around 3 a.m., which she had not disclosed before.

She denied trying to call him, despite the phone records indicating she had. She also said she had seen Dinkins at 3 a.m. on July 10, before he left again. She also said she saw a girl believed to be Terrell standing outside by Dinkins’ red Impala.

Police tracked Dinkins cell phone to Clinton, where he was seen on video at a local Walmart at 7:04 a.m. buying two bottles of bleach.

He was then tracked back to Davenport, where he went to his trailer on Schmidt Road around 8:20 a.m., according to the affidavit.
